Can a type 2 diabetic use tussin dm safely?

Yes, a diabetic patient whose blood sugars are controlled can use Tussin DM safely. Since they will only be using it short term it should be okay. Tussin DM does contain dextrose and Saccharin so it can raise th blood sugar levels.
