No - nitroglycerin is a vasodilator, it widens blood vessels making blood flow easier.
A stroke happens when blood flow to a part of the brain stops. This can happens when a clot forms in an artery that is already very narrow or when a blood vessel in part of the brain becomes weak and bursts open.
