I am hypertensive and lactose intollerant... TARKA works well on controlling BP but drives sinuses crazy
Am looking for a drug equivalent to TARKA which is Latcose free?

That's a difficult one. There is another alternative drug called lexxel but it also contains lactose.
Talk to your pharmacist. They may be able to source the drugs in a liquid form which would be lactose free.
